Training budgets improvements

As part of the September updates to the Trainings Module, we have introduced:

A new view of training budget details with statistics
Highlighting trainings on the list that have exceeded the training budget
Introduction of tabs (statuses) on the training list
Addition of the ability to set the order of tabs with a list of trainings divided by statuses
Addition of the "required/not required" parameter to the pre-test survey, allowing for the determination of whether an employee must complete the survey before enrolling in a training

Additionally, the appearance of the Calendar and filters has been improved.
